How can you make short hair wavy and not volumized looking?

I have shoulder length hair. And whenever I braid my hair to make it wavy, it comes out all poofy and poodle looking. How can I make my medium length hair wavy. but not poofy? French braid? Anything?How can you make short hair wavy and not volumized looking?
You should use some kind of cream to help the hair come together and moisturize it, and put the hair cream in while it's wet then braid it, take it down the next day and it shouldn't be poofy.......
